what side of the cowl does the felt seal go on? inside the car or outside? and is there another one for the reverse side?

I would think the felt on the inside,and rubber on the outside so it seals and does not retain water under the chrome wiper towers, I might be wrong,but its my 3 cents worth 37RAGTOPMAN

If you have a green parts book, page 637 shows a full diagram of a 46 wiper. it shows the 17541 going on first and then the 17515. If you don't have a green book, you can get reprints. Dick

The Green book shows the same drawing that I posted to one of your other questions.

I just reread your post. On the 46 there is no felt pad or rubber pad for the pivot tower. To install the wiper tower, insert the tower through the cowl, place the paper gasket P/N 11A-17541 over the tower, then place the chrome spacer, P/N 11A-17515 and finally the chrome nut P/N 355964. The driver goes on after that.

42Ford is right and so are you. Do it any way that makes you happy. It is your car, and you have to be satisfied with it. I and others on this forum, usually state what we think was done originally. If you want to do something different, and it will work, go for it. I always like to see the photos of your car, because it still looks original.
