We found out the problem was the end cap on the butterfly shaft was broken. A piece of the end cap that fits into the lever had broken off. Ken set me up with a new piece and it's working as designed. Thanks to all for your responses.

Go to the search function and type in "throttle arm". Under "48 Carb Question" there are some excelent pictures of all the parts and how they go together.

Moving the throttle rod does nothing to the butterflies in the carb. Talked to Ken ct. and he believes it may have the wrong lever on it. Thanks to everyone for their input. We'll get this figured out.

Looks like your lever on there is missing. If the rod end is attached to the shaft itself, thats wrong. I have extra levers if you need one. That is a 3 piece assembly /// lever, spring and cap. And if I remember the lever points down NOT UP. ken ct. 1-203-260-9780

Try pressing on the gas pedal while pulling out the throttle. When you let off the pedal the engine speed should stay the same. Make sure that the choke knob is pushed all the way in when you make the test.

Raise the hood and have someone work the throttle back and forth and see what is happening. If its working, check and see if the throttle lever is opening the butterflys.
