Is it "normal" for a '40 91-99 Carburater to "leak down" or to have gas spill out from the base when the engine is turned off? Thanks, Steve2

No, its not normal. I'm guessing you have a leaking power valve and/or PV gasket.

Additional info on my "leak down" carburator: The idle mixture screws have minimal effect in adjusting idle. Kenct, do you have any thoughts on this one? Thanks,Steve

That's a sure sign of the power valve or gasket leaking. At idle, the engine is drawing fuel through the power system instead of through the idle system.
