small round piece that comes through the cowl has some rough stuff to help keep the wiper arm not slip.

On the Trico system, there are 2 arms that attach to the wiper motor, there is a bell crank on the end of these arms that is attached to the shaft that goes through the cowl for attaching the wiper arms. Is this the part you are looking for?

I don't know what wiper "drums" are and maybe the guy thought you were putting him on.

C&G 800/266-0470) has a 6 volt electric conversion in their catalog. The 46-48 model is 51A-17508-HD6. They are a bit pricey, at near $200, but locating and fixing the lame vacuum motor isn't cheap, either. Their conversion will fit a car with the original radio. Some, such as the 41-42, will not.

Dennis Carpenter used to advertise the arms and may still have some left for the Trico set up. The P/N is 51A-17552 and 51A-17553. He also had the nut, bezel and gasket.

Those kind of parts that aren't sold new by the usual suppliers I find on ebay. I just looked and didn't see the transmission at this time but did see several vacuum motors here: http://motors.shop.ebay.com/i.html?_nkw=1946+ford+wiper+motor&_sacat=&_sop=10&_dmd=1&_odkw=1947+ford+wiper&_osacat=0&bkBtn=&_trksid=p4506.m270.l1313
