Thanks to all for your input re the mechanical brakes issues. I have used all of your suggestions and have good pedal and brakes are great. The shaft does have bushings and I replaced them and readjusted the brakes. Wow, I got pedal now. Thank you to all and wish all a Merry Christmas and a prosperous New Year. God bless all.

My 37 shaft has bushings, which I replaced. Not sure, but I think I got them from Joe's Antiques. gregg

There is play/looseness in the shaft.

It's been a long time since I worked on mechanical brakes, but as I recall I believe the cross shaft has bushings and not bearings.

Are the shoes adjusted properly at each and every drum? Are the links, both the clevises and pins truly round and not worn out? A small amount of wear at each clevis / pin adds exponentially to a lot of pedal travel. The cross-shaft assembly can be worn out as well.

Are there bearings for the brake cross shaft assy? This is what moves when I apply the brakes and maybe the reason I cannot get a better pedal on my '36 Ford Fordor Sedan?
