spare hub cap and luggage rack

I am installing an accesory luggage rack on my 34, but I can't find a way of taking out the key hubcap (which has has the 2 part hinged protective strap) if I don´t take the rack out first. This doesn´t look correct. What am I doing wrong? Also, the spare tire is protected by a metal cover and and a disc shape part. The disc has a groove where it makes contact with the round strap part, is that groove there to receive any rubber protective strip? Thanks

I can not answer why the rack is so high, there is a seal that fits into the groove I believe Macs has it 40-1351
