Rumbleseat step - 1933

This is a picture of a 1933 cabriolet rumble seat step, on the right rear fender. Around the step is what appears to be a protective pad. Possibly its paper, cardboard, cloth, leather, or? The car may have been new at the time, as the picture was taken very near a dealership showroom. HAS ANYONE EVER SEEN ONE LIKE THIS? My theory is that it was to protect the paint, added either at the factory or the dealership. If I can determine that it could only be found a on NEW car at delivery, it will answer other questions. Steve, I've never seen such a protector, but it seems likely to me that a worker forgot to put it back in his toolbox.
