Find the best welding shop in your area and take the wheel to them. You are welding stainless to diecast which is probably tricky at best. An experienced welder is needed to do it correctly.

The spokes are loose inside the hub, I think the hub is plastic this is a Drake repo. Thanks

Welding stainless steel to cast (pot-metal) is near impossible, requiring the skills of "Merlin The Magician".. Banjo steering wheels are/were very fragile at their very best.. The unimproved roads of the time, coupled with inexperienced people trying to remove them, generally resulted in loose "spokes"... My advise would be to buy a new one, and/or find an original wheel that is tight but needs repairs to the wheel covering material which in the case of Ford was generally a hard rubber like material.. I have a '36 Banjo which I repaired Bondo, worked great until the wheel feel of of the wall. I was going to have my upholster lace a leather wrap onto the wheel in lieu of repainting it.. Is your wheel the early Drake '36 banjo wheel or the later 39 banjo wheel? The '36 has not been reproduced for many years, so your only option is repair. The '39 is still being reproduced and if you bought it from Drake they should make good on a defective wheel. The hub is not plastic, it is diecast metal.
