Looks like some sort of capacitor to me. Notice the frayed and spliced wiring.

Possible. I thought about that, but the car seems to be missing both horns (at least they aren't where they are supposed to be)

I agree that it is a horn relay. Check under the fenders or behind the radiator splash apron for aftermarket horns.

That is identical to the horn relay on my 56 brand X pickup.

It's a replacement horn relay, but it's not going to do much good. Never saw so much resistance in one place before!

OK, it's a horn relay. I was under the car yesterday and I still can't find a horn anywhere. As for the resistance, I'm installing new wiring harnesses throughout the car. There were a total of four wire splices between the relay and the original harness. What a mess. Thanks for the help.

Remember that a "relay" is just a remote switch used to handle high current loads. While that particular one is a horn relay it could have been used to switch anything that required heavy current flow. Headlights with halogen bulbs, electric fuel pumps, electric fans come to mind. It didn't have to be hooked to a horn.
