'53 GAS FILLER NECK GROMMET

I need to replace the gas filler neck grommet on my '53. Does the tank need to be empty or almost empty? Does the filler neck need to be removed in order to change the grommet? The old one is cracked and dried out. Thanks.

My neighbor put a new tank in his 53 and we installed the grommet after we put the tank in the car.

The grommet will assemble easier if liquid soap, vegatable oil or glycerene is applied to all mating surfaces

Thanks very much. I didn't realize until I got under the cat that the filler neck and tank were a single unit as opposed to my '41 which had a rubber hose connecting the filler neck to the tank.
