Without actually seeing the spots, I suspect that at sometime the running board covers were replaced, and a volatile cement was used that continues to bleed thru the rubber. If the spots appear in the same places, that would confirm it. I've seen it before, but don't have a solution, other than a coat of tire dressing.

I have some white areas on the running boards of my '35 that don't seem to be removable. Tried some detailer/cleaner and some forever black and small area with acetone. Seems to clear up for a few days then they are back. What do I need to do to remove this permantly? Thanks!
