Looking at the factory pictures of 49-53 Fords & Mercurys the cover should swing down to insert the key.

I think the big end goes toward the front of the car and the notch that lets you push to cover open with the key goes up. A picture of Basil Rathbone sitting in a '49 convert shown on page 15 of "Ford's Golden Fifties" by Lorin Sorensen seems to confirm this. I installed them with the notch down for years before I discovered that putting the notch up makes it easier to see what you are doing when opening the cover and, if memory serves, leaves the key in the proper position to place it in the ignition without turning it over.

Installing the lock cylinder should be a simple job. Be sure that the cylinder is in the "unlocked" position before you insert it thru the door and into the latch mechanism. Most Ford lock retainers are reached by pushing the door edge seal rubber back. Either screws or a sliding clip are used to secure the cylinder, and should be carefully tightened to hold the lock in place.
