59AB block best method to prepare engine for paint, presently wire brushing and sanding then clean with what then prime (with what) then finish paint green

You must get ALL the rust and oil off first, then paint with the correct green color. No need to prime.

I would take it somewhere and have it Hot Tanked. I must respectfully disagree on the primer issue. I would use PPG epoxy primer {or equivalent}. Also, the correct color is blue for 46-48,green for earlier.

We don't prime engines before painting, but it is important to get all the oil film off. A good solvent is carb or brake cleaner. Be careful, as these solvents are usually quite flammable. We use it even if we hot tanked the block.
