That is the same type of canister that was used to control the headlight doors on the mid to late 60's GM cars. It stores vacuum and helps give constant vacuum to the wiper.

I believe thirtysixford is right, a vacuum canister from a newer car. It appears to have a tube coming from down below the carburetor supplying the vacuum and another going through the firewall, probably to the windshield wipers. This would keep the wiper speed a bit more constant while engine speed varies I believe.
