Originally, was there a cover to go over the folded top on a Phaeton when down ? It doesn’t appear by the available snap buttons that a cover boot was ever something sold with the car or available.

You might have to find a competent upholstery shop to make and fit the cover you require. This will entail taking your car to the shop and leaving it there for them to make, fit and install the cover.
