When the battery is not charging, how do you determine whether it is the generator or voltage regulator that is the culprit?

Connect your voltmeter between the BAT terminal of the regulator and ground, start the engine and increase the rpm to about 1,000 by pulling out the throttle.

If your meter still reads around 6.5 volts, connect a jumper between ARM and FLD terminals, just long enough to read the meter. Your meter will read about 7.5 volts or more if the generator is good.

Before you change the regulator, check to see that it has a good ground. If it has disconnect the battery and take the cover off of the voltage regulator and draw a piece of very fine sandpaper or a burnishing blade across the contacts, replace the cover, connect the battery and restart the car and check to see if the generator is charging.

That is exactly what I needed. Thank You

One thing I would add to TomO's instructions: After you smooth down the contacts, slip a piece of tape between each one, both ways, to remove any debris left form sanding or fileing.
