I don't have one, and wouldn't buy one... But if I had one I'd install it and use it. It's a top oiler, intended to keep your valves and valve guides in top shape. It can't do any harm, and might do some good. What you see on that Epay listing is not complete, though. They still make them, which does say something for them.
