They're obviously bumper-bracket mounted front auxiliary lights. Need to keep doing word searches. Could it have come from the classified sales section ?

The photos were posted by Mike Kubarth in an answer to what the correct 1940 fog lamps look like. You found them from a link that I posted in your topic "12v or 6V" You can find that discussion by searching on the topic, looking at the index of topics in the General Ford Discussion or searching on your user name.
