I am working on a 1937 V860 with the welded alloy sides on the block. The alloy is not magnetic so I assumed aluminum. Marty Willim said the sides are stainless. My question is should this block be hot tanked? I have heard stories of leakers. Will the hot tank open the old welds?

I don't think hot tanking is going to make it any better.The "tin" sides are stainless and Ford quickly went away from it as my May 1937 60 hp was a solid cast iron block. Personally I would not invest to much money into a rebuild on this block. I had two cast iron ones and both were bought by frustrated owners of the tin side ones that were leaking,one when into a motorcycle however.
