  On the 48 merc. Thanks to supereal for your input (very interesting) on ignition resistors. I will get one from c&g. I still haven't got anywhere. No spark from the new coil and only 2 volts at the primary terminals. I keep thinking I may have another resistor under the dash adding resistance but I can't feel or see one and the reading material and parts books are not clear. The breaker Assy with ignition resister is not listed for 48 ford and this car did have a resister attached to the coil when I got it. Anyone know of a good Ford book or articles on ignition? I get bits and pieces from about 10 books and articles.

I'm replying to my own discussion. I found out what the problem was upon removal of the distributor. I noticed a rotary shiny spot on on the end of one of the tangs. The tang on this distributor does not insert itself deep enough into the cam slot so it rode up on the cam and jammed the distributor shaft so the points stayed closed giving only low voltage to the coil. You can't be too careful mounting the distributor.
This was probably boring but it excited me to find the problem.

  Jeff,

It helps to use 2 bolts with the heads cut off or studs to align the distributor and get the tang inserted correctly in the the slot on the cam. Then replace the bolts with the correct bolts one at a time while keeping enough pressure on the distributor to keep the tang seated.
