The hood on one side of my 53 Sunliner convertible does not stay down at the hinge area when the car is driven above about 45 MPH. THe hood does not come unlatched but driver side rises and you can see it shake underway. Is there a means to adjust this? Does the radial clock type spring on the forward arm hold the hood down? Is is possible that no longer has suffient spring tension to do so? Got me somewhat stumped.

  Look for wear in the hood hinges. I believe that the spring that you asked about is used to hold the hood up when it is raised.

  The hood hinges have worn. This is symptomatic of the 1952-54 Fords. There are sources that re-build these hood hinges. Suggest SMS (http://www.sms-auto.com/).

They do a fine job of rebuilding the hinges.

  The hinge pins are all sufficiently in good shape-so only thing to replace would be the springs, right?

  johnmyron, as a general rule if the springs are weak it's almost sure to have worn hinge pins. The problem with worn pins is they are very difficult to see if they are worn until the hinge is taken apart.
