  Federal Mogol made a one piece copper head (very rare)that did not use water for cooling. It did have water passage through it to return water from the block to the radiator. I BELIEVE they were for the 1937 style 21 stud engines with the water pump in the block and used a water passage above the head, to the radiator (not on the front like yours) It would appear someone wanted to use the combustion chamber section of the head on a earlier 21 stud engine with the water pump in the front of the head. They made the upper portion of the head you have and may have machined the original solid copper head flat, then bolted a new section to the head allowing water to flow through the head. Typically the FM head is cast copper like the bottom part you have.
