how do I remove the steering wheel from a 33 tudor sedan?

It takes a special puller. I believe someone sells one in the V-8 Times. The other option is to drill two holes opposite each other in the hub and tap the holes with a 5/16" NF thread. You can then use a standard wheel puller. If you do that make sure you put the nut back in the shaft prior to using the puller, so as not to damage the threads or end of the shaft. Have you tried soaking the shaft with a lubricant such as Lockease(graphite and oil) to see if you can pull it off without a puller? Once in a while you get lucky by trying it.

ok, but first how is the light switch horn assembly removed? I am hoping I don't have to remove entire column?

Slide under the car and find the wiring bale at the end of the steering column. Swing the wire spring to one side and pull off the bottom wiring cover. Once done, you should see the end of the horn rod. Using a long nose plyers, remove the clip from the horn rod. The rod should now be able to be pulled up from the steering wheel. Being a tudor, you should be able to pull the horn rod all the way out without bending it. It may mean you have to fold the drivers seatback forward to do this. Take your time with removing the rod.
