It appears to be. I believe there may be two slightly different pumps, the other has a different cap where the shaft exits the body. You may want to contact Lin Stacey for his expertise.

Tony, It appears from the photos that you have a 48-17052-A1 tire pump manufactured by Michigan Steel Tube. The tube cap where the tire pump plunger comes out of the tube is different than the Noblitt Sparks design (48-17052-A2)
