  The short answer is no, not all 21 stud Ford heads are made for flat top pistons. I attached a photo from EFV8 35-36 Ford book (page 100) where it mentions that heads beginning with a prefix of 40- were made for flat tops and prefix of 48 for domed tops. There are also subsequent casting prefixes on the 21 stud heads through 1937 including a 68 prefix part number which was not compatible with the 48- heads. My Motors Manual states that the flat top heads had much smaller chambers while the dome top design were larger.

Additionally, page 22 of The Early Ford V8 As Henry Built It publication states that while all of the 21 stud heads are interchangeable, heads used on flat piston engines cannot be used on engines with domed pistons. Not sure if you can go the other way.

  If you used the heads for flat top pistons with domed pistons, the piston could strike the head.
