  No, it does not need to be "primed".
When you bleed the hydraulic system, the air will be removed at that time.

  At our shop we quit installing kits a long time ago. It is very difficult and time comsuming to try to hone out all pits in the surface. Replacement cylinders are less than $50. Safety is too important to chance a leak.

  I agree, for what it's worth. It's a waste of time rebuilding brake cylinders. Just replace the old one with a new one.

  In years gone by, I'd agree that simply replacing the old cylinder with a new one was the correct choice. However, too many of the reproduction cylinders currently offered are poopy. It seems the hole that the fluid goes in and out of is drilled in the wrong place.
There's been more than one thread on the Ford Barn to this regard.
I too have found the new ones just plain "junk". If a guy can find NOS, great. Still, they will require new rubbers but to me, that's the best option.

  About a year ago I purchased a set of 4 new wheel cylinders from Mac's. They seemed to be good quality, and they are working fine. GC
