  In researching part numbers for Springs and things, I found covers available back to 1937 in the '28 to '38 parts book, same no. as the ones for the '40. I had assumed they didn't start till '40. I guess never assume anything.

  Parts books can be deceiving, this is one reason why it takes years to write a restoration book. In addition, many of Fords printed materials contain errors in details. Research has to be done through the preponderance of information including information at the Ford library. In order to draw conclusions.
It appears there were covered springs available for 38 Ford, as an accessory, but the covers carried a 78-18408 part numbers (The 38-39 restoration book).
In 1940 the basic part number appears to be 01A-5307 for the covers (38, 39, 40 Chassis Parts book 2-20-40). According to the Ford Dealers and Salesmen Reference Manual for 1940. The 1940 V8 car the covers were an added cost option for the 85 HP and not available on the 60 HP. For the 1940 Deluxe the spring covers were included at no additional cost.
There is no mention of the covers for the springs on the 1939 V8 or Deluxe as an accessory or as standard equipment (Restoration book, or 1939 Dealers and Salesmen Reference Manual) The 2-20-40 Chassis Parts book does list a covered spring for 39 as the 022A prefix spring, note this is a 1940 prefix and was not available in 1939. The Chassis Parts book is listing a replacement to the original 39 front spring. Ford would often delete or obsolete a part if it could be replaced with another later part.

  As 40 Coupe indicates, Spring Covers were offered with the "78" Parts Prefix. These were for the Parts side of the business and were first offered in 1937 for either the Front or Rear Springs, and varied depending on the number of leaves in the spring. The Covers were packaged in a decorative box and sold over the counter by Ford Dealers as an Accessory. They came in handy when repairing 1937-38 Original covered springs (like replacing a broken spring leaf).

  You guys indeed have the wisdom, I went back to that Parts book and found it had been "reissued July-1941"
