I put new inner plates in my 40 dizzy. When it is idleing i occasionaly here a ticking noise. Could the contacts on the rotor be touching the contacts on the plates?

Possibly! Take them off and check before it makes some expensive noise. Sometimes the notches which index everything are not quite lined up. Also some parts from the land overseas are not exactly correct. Check to be sure.
