  I put new plugs into my 37 this spring.
The plugs are fouling with black carbon, not oily.
The only thins that I have changed:
-New Stromberg carb.
-Non-ethanol premium fuel.
Last year I did not have this problem.

  Black, sooty plugs are a sign of an overrich fuel mixture. I suspect your new carb is the suspect. Almost always, the last thing you did was the cause of a new problem. If your Stromberg carb is a model 97, it isn't a surprise. They are notorious for this kind of problem. If it is a new carb, check the fuel bowl level. This carb uses an "emulsifier", rather than main jets, and requires special tools to remove and/or adjust. If you need it, I can post some info.

  It is a Strom 97. New out of the box.
I'm not a wiz mechanic, but any help would be appreciated.

  Max Musgrove is the Stromberg warranty man. I would contact Max explain the problem and return the carb. to him if necessary. You need a special wrench to remove and install the main jets. warranty@stromberg-97.com

Lenny, if your 97 is a British built and is brand new,
Uncle Max is the go to guy on the Stroms. If a re-build, I would still call Max to discuss the problem.

  As requested, I am attaching a page from the 1938 Ford service bulletin pertaining to the Stromberg 97 carb. There are actualy three pages on this subject, and I will send the other two if anyone is interested. An overich mixture could be a float level problem, too much pump pressure, or an elmulsifier tube that isn't properly seated. As the page shows, a special tool is required to address that.
