Have removed the two bolts holding rear shock to frame as well as loosening the cinch bolt on shock arm that attaches to shock but can't get the shock arm off the the shock shaft so I can remove the shock from car. What am I doing wrong, have the rear shocks off twice before?

Almost always, the arm of a lever shock is firmly rusted to the shaft. You will have to uncouple the link to get the shock off the frame, arm and all. Then, a generous application of heat will usually break the bond. It isn't safe to use a torch with the shock on the car. The rebuilder of lever shocks usually have to bake them at high heat to disassemble them.

The square arm of the shaft is notched to accept the bolt that holds the arm in place. The bolt has to be removed not just loose, to remove the arm.
