  I'm not sure there is a question in your post, but the wires leading to your horns are obviously bare, and need to be replaced. Next to the starter, horns are the next highest power accessories. Your '37 didn't use a horn relay, which appeared the next year, so the horn button carried all the load, often burning up the circuit, which wasn't fused.
