Be careful when trying to polish a steering wheel. They are constructed of hard rubber molded over a steel frame, then painted. It is very easy to penetrate the paint coat if too much rubbing is applied. I'd try a good grade of car wax on the underside of the wheel to see if it improves it before trying the rest. Usually, if the wheel is very dull, it will be necessary to have it repainted using a clear coat system for durability. Most old wheels have fine cracks in the surface due to the shrinkage of the rubber, making restoration tricky.

A '34 steering wheel was not originally painted nor did it have a high gloss finish. It had a natural hard rubber semi-gloss finish, which can be restored by using a fine grade of rubbing compound.
