  If the race isn't a drive fit, either the race or the hub is damaged or wrong sized. We see peening and staking in those cases, but it is dangerous. If the bearing seizes, control can be lost. Hub damage can be caused by a loose race turning.

  I agree that the bearing race should be a drive fit. However if it is not so loose that it
falls out, (like a "thumb press" fit), you can secure it with Locktite 640 bearing and sleeve
retainer. The downside is that you will have to heat the hub in order to ever remove it.

I'd prefer this to "staking", as it doesn't damage the hub. Really-loose, rattle-like fits
where you can actually move the race with your fingertips suggest a new hub (not easy to find), or a machine shop that can weld-up the area and re-machine to tolerance (not easy to find either). 36-39 hubs are very scarce items, and no one reproduces them.

As a 38 owner, I feel your pain.
