  The standard answer is "as tight as you can". We use a "breaker bar" with a pipe extension, or one of our high torque air wrenches. In more than 60 years working on old Fords, I have yet to twist off an axle. Be sure that the tapers on the axle ends and hubs are clean and dry before you install them. Don't oil them, and be sure the axle keyways are not damaged. Retighten after running the vehicle for a hundred miles or more. Here's a tip: using a file or hacksaw, mark the end of the axle to show where the cotter hole is. If, after you tighten the nut, the hole isn't lined up with a slot in the nut, tighten the nut until it is. Don't back off the nut.
