  When adjusting a carb what do I do first adjust the idle screws or adjust the idle speed? Thanks for the help.

  Adjust the idle mixture screws in until they seat, and, then, adjust them out 1 turn. Make sure the idle speed stop screw is adjusted in enough that the engine will idle. Start the engine and run it until it's hot. Adjust the idle screws in and out until the engine runs smoothly and max speed is attained. Set the idle speed at the specified RPM.

You can do this better with a vacuum gauge (although on these old cars and trucks, it may not be worth the effort). Just adjust the idle mixture screws for the highest vacuum reading and set the idle speed.
