  I'm looking to replace the front seat on my 40 convertible, anyone know of a manufacture of new frames. Springs in my existing seat are warn out.

  No one manufactures a new original style seat frame. You can get aftermarket frames/seats from companies like Glide Engineering, Wiseguys Seats, etc. They fit, but do not look like original. If your old springs are broken you can replace those coils that are damaged. A good upholstery shop can repair those springs.
You might also check swap meets for a seat that has been removed by someone who is using more modern seats. I just bought one with the original upholstery still on the seat for $200.
I have also checked the LeBaron-Bonney catalog and find that they have replacement springs for the 40 convertible seat.
