You must get ALL the rust and oil off first, then paint with the correct green color. No need to prime.

I would take it somewhere and have it Hot Tanked. I must respectfully disagree on the primer issue. I would use PPG epoxy primer {or equivalent}. Also, the correct color is blue for 46-48,green for earlier.

We don't prime engines before painting, but it is important to get all the oil film off. A good solvent is carb or brake cleaner. Be careful, as these solvents are usually quite flammable. We use it even if we hot tanked the block.
