Can a 35 Ford horn rod be tested without being installed in the car,and how do I do it? Thankyou.

Really all the horn rod is, is a piece of tubing that when twisted at the top, works the light switch at the bottom, AND---provides a conduit for the horn wire that exits out the bottom. If you press the horn button, it grounds that wire to the rod, and completes a circuit to the horn or horn relay if so equipped. So..if you take a meter to the wire and rod, pushing the button should complete the circuit. Look for any damage at the bottom that might prevent the rod from
being able to rotate the switch, but that's about it.

Sunflower, There is no question that Stroker's advice is good. I would however, add a very important additional test:

The rod itself must be absolutely straight. If not, it will drag constantly while you steer the car. This will cause the lights to turn on & off erratically, and may eventually rub through the rod (tube) and short the horn wire. A bent rod can sometimes be repaired in the following manner.

Lay the rod with the horn button hanging over the edge of a flat surface. Roll the rod back and forth, gently tapping the high spots until it rolls true. Pay particular attention also to see that the horn button does not wobble as the rod is turned. The hassle of changing out a defective rod from a finished car is enough to convince most guys to never mess with a bent rod in the first place.

If you can't straighten it, I used new brake line and Tig welded the original ends
