I am trying to install rear hub locks which fit fine except that my rear drums have small external plates that hit the hub lock upon hub rotation. I can either grind the external plate down (easy) or rig up large spacer to try to avoid the external drum plates (harder). What is the purpose of the plates? Photo attached...

balance weights for the drum itself- do not remove then, wheels will be hard to balance
