It is a taper fit and as such will be tight. I have to question what type of puller you are using. This type of wheel requires a puller that 'pulls' from the center. that is, beneath the horn button. There should be two threaded holes in that are that are designed for such a puller. I have yet to encounter a wheel that would not come off with the correct puller.

sometimes nothing seems to work, I have used, as a last resort, a brass drift and a helper-put some up tension on the steering wheel, either with a puller or a helper and use the brass drift and a hammer to hit the end of the shaft to jar it loose-remember to leave the nut on the shaft to cover the threads and to keep the wheel from flying off
