Looking at the wiring diagram for '35, it shows that the high and low beams, and the parking lights, are all controlled by the light switch at the bottom of the steering column. These switches become contaminated with oil from the steering box, causing the contacts to fail. You have to unsnap the bail wire holding the switchs and wash it out with carb cleaner or other spray solvent. If you don't have a diagram for your car, I can post one.

The wires are probably crossed at the headlights or the wires going to them,at the inline wiring connectors, this is where I would check first,
also remove the lightswitch bulb at the bottom of steering colunm in the engine compartment, just below the steering box, just release the wire bail and let it drop down,
twist the bulb so it seperates. you will be able to view the electic part of the switch, it might be filled with grease or oil, if it is, I would at this time use CRC ELECTRIC MOTIVE CLEANER, and wash the entire end of the electic contacts and inpect for any wear or damage, you can also use a small brass wire brush to clean the contacts,
if the wiring is frayed or worn,I would contact RHODE ISLAND WIRING, for a complete wiring harness, do it once do it right, they have solderd ends, and correct colors, and come with a diagram , easy to follow,
not really a hard job,
hope this helps 37 RAGTOPMAN ,an KEEP on FORDIN,,,!!!
