What is the best way to change the rubber seal on a 1940 Ford cowl vent so It will not leak?

Remove all of the old cement and seal from the groove, and wipe it clean with solvent. Be sure you have the correct seal from a reputable vendor. It should be a 91A-7002330 for your car. These seals tend to look alike, and incorrect seals will leak. Use a good quality cement, such as 3M, and be sure the seal is even when in place. The cowl vent linkage must go "over center" to be secure. If yours doesn't, it will take some adjustment. If you have problems, look for bent or loose linkage.
