Simple answer? No and no. Usually a light honing of the cylinders will clean them up sufficiently. You can make new leather piston seals yourself. I suggest soaking the leather in oil for a week or more prior to forming and cutting them.

As Mike is a specialist in '40s, I am sure he knows, but you might try Hydro-E-Lectric (www.hydroe.com) or Convertible Specialists (www.topsdown.com). The vacuum system was a one year installation, and was superceded by the electric screws in '41, then the hydraulic systems for later cars. We have installed replacement systems from Hydro that use ATF instead of the brake fluid that was stock, and usually resulted in the destruction of both the pump and cylinders due to moisture accumulation. The vacuum top was outlined in a Ford service bulletin #50600, pages 11 and 12, dated May 7, 1940. If it would help you, I can scan it.
