Here, in Iowa, the DMV will not even look at a title from a "mill". Vehicles sold without a verifiable or missing title use a "bonded title" procedure to ensure that in the event the "real" owner shows up, they can't confiscate the car or truck, only the bond amount. Perhaps created titles are perfectly legal in some jurisdictions, but not here, so consulting the DMV in other states is a very good idea before committing.
