Have you checked the fuse under the dash? Years ago I had the same problem with a 1937 Ford, and replaced the burned out fuse and that fixed the problem. May not solve your problem, but a place to start.

The fuse is ok. Onny way to turn off lights is to remove the fuse

Is the hand brake on? Sometimes the brake rods rub against each other causing the tail lights to go on even with the car turned off. Operate the hand brake lever several times to see if the lights go on and off.

Pull the driver side floorboard, under which you’ll find the mechanical brake switch, which is activated by the movement of the brake pedal. The switch itself may be rusted in the depressed position, or may simply be out of adjustment. Alan

Maybe you need a brake light switch that is mounted to the frame and the brake pedal activates when you apply the brakes.
