how can I tell if my lever action shocks are working, and how do I change the fluid if necessary. Thanks

If you can get the shock link off you can move the shock arm by hand which should have a lot of resistance. Or the shock body can be removed from the frame and the body rotated to see if there is resistance. The shock fluid change will not help the shock to operate. Often they do need fluid because the original fluid has leaked out. You can add fluid but expect it to leak out. original shocks that are still in fairly good condition can be rebuilt.
