Both. when the switch is off the bulb glows . When you move the lever up or down it just glows.

Any 6volt vehicle with add on turn signals, the type you clamp on the steering column. Lights flash correctly with the 229d flasher. This was the flasher used in the 40's&50' P.S no ,the car is not new to me. I have had it for 58 years.Enough said.
