If you have installed vintage style 6V switch with a lite on the end of the lever and it glows when the switch is off and only
glows when you move the lever up or down , you cant use the #535 flasher that comes with the kit. You can use a 229d
flasher ,these are out there ,[ebay] I found this out when installing a kit on my 1946 ford.

Reread your post. First you say it only glows when off then you say it glows when up or down. Which is it??

  turn signals
does the signals work ???
you never said, or is the stem just glowing,?
does the stem light blink, with the flashers on ??? when making a turn
did you try another flasher unit,
seems to me that it might be stuck, broken inside ~!!
recheck the how it is wired,
does the flasher plug in, ?
I would also check ALL THE BULBS, in the sockets and make sure you have the CORRECT BULB'S
there might be a back feed, someone might have installed a wrong bulb ?
is this car new to you ?
much more info it needed, to figure out what your problem is,
hope this helps, 37Ragtopman

Somewhere I just read a person solved this problem by replacing flasher with a different kind.
