Van pelt sales list on their Early Ford Serial Numbers that in 1941 a Mercury had a 95 hp. There is no listing prior to 41 that shows any 95 Hp used. So is this the 1st year of the 95? Also does the serial # prefix "99" mean a Mercury?

According to Joe Abbin's book "Ford & Mercury Flathead V-8 Identification & Rebuilder's Guide" the first year for the 95 HP, 239 cu.in. engine is 1939. It was first used in the 1939 Mercury 99A Model car.
