  if the steering wheel tabs are set at 9 and 3, is there a way to position the
spider at the bottom for correct rotation?

if I am reading your question correctly,
the spider on the bottom should be 12 and 6,
take it off and you have to turn it 90 degrees ?

  Of course the light switch/horn rod spider will not correct the steering wheel. If the logo on the horn button is of incorrect orientation when the steering wheel is in the wheel straight ahead position. You may not have to remove the spider. if the logo is 90 degrees off, the spider will have to come off and moved 90 degrees. If 180 degrees off just rotate the entire horn/light switch rod 180 degrees after removing the light switch and reassemble the light switch. The spider, spring and C-clip can be very hard to reassemble.
